Removing Sourceforge blanket blocking

Dear list,

a few months ago, Sourceforge published a blog post:

Sourceforge administrators introduced an option in the project admin
settings, where a project administrator can select if his program contains
and/or call cryptographic software, because it may be subjected to U.S.
export laws. I haven't understood if this option fully unlocks the access to
the project page from "evil" countries, anyway it seems quite interesting.
I've enabled the export option in my project, and since it is a program that
runs inside Maxima, I would like to know if Maxima has inside some
cryptographic algorythms or functions, and if that option was enabled by
Maxima developers in the project details page. Every while, even on this
mailing list, someone asks for help with download or documentation of
Maxima, because the access in his country is blocked. It would be nice to
grant access as much as possible.

Yes. Maxima is distributed under the GNU General Public License, with some
export restrictions from the U.S. Department of Energy.

What kind of restrictions are applyed?
